Without consumption, suggestions use minimum minus stock on hand.
OPD / ED: upload the CSV with Label Description and Net Dispensed Qty (Net Quantity and Quantity Dispensed are also supported). The existing location-and-item-code Excel report is also supported.

Consumption shows the uploaded period total. Suggestions scale it to coverage days, add the buffer and subtract QOH. Store ignores minimum bars; ED, IP, Narcotics and OPD retain their minimum target. Review expiry and outstanding orders before placing an order.
Report notices are matched by item number across departments. They never change QOH or suggest substitutions.
